What is OPA? The Oil Pollution Act (OPA) was signed into law in 1990 in response to one of the worlds largest oil spills, the sinking of the oil tanker Exxon Valdez in Alaska. Regulations were set for oil tankers, vessels, oil tanker owners and operators improving their ability to prevent and respond to oil spills.
